Rosemarie Serrato is an expert of the Town Planning practice within the Real Estate department.
She takes part in the evaluation of major real estate portfolios in the process of disinvestment and has advised several urban transformation companies (in Milan, Rome, Naples, Parma). She has also advised on administrative and planning proceedings both for private clients and public administration.
She follows all aspects of town planning law, from due diligence to construction contracts related to government zoning plans, the preparation of administrative procedures for the approval of complex real estate redevelopment and development projects, to the granting of building permits and business licenses. She also assists public bodies in relation to real estate investment funds, the enhancement and sale of public assets and social housing.
Moreover, she advises on all environmental aspects of real estate transactions, such as waste management, clean-up processes in contaminated areas, VIA (Evaluation Impact Assessment) and VAS (Environmental Strategic Assessment), environmental authorizations and permits, waste disposal, air emission Areas of expertise include asbestos, contaminated soil, water and air emissions, asbestos, and dangerous materials. Moreover, she brings added value in the management of real estate transactions, especially in the development and resolution of issues affecting large industrial companies.
Rosemarie also operates in various sectors including healthcare, infrastructure, transport, energy, and waste disposal plants, assisting clients from the structuring and development of the project up to the construction. She acts for sponsors, contracting authorities or the financial institutions, depending on the case at hand. The assistance covers all the phases of the project: preparation, study, analysis and development; drafting legal opinions on structuring; funding arrangements and assistance for subsequent implementation phases.
She assists Italian and international clients in all areas of administrative law. She has vast experience in public procurement, concessions, and project financing. She also assists clients in relation to tendering procedures launched by Italian Public Administrations for the award of public works contracts, supply, and service contracts, public service and construction concessions, and management with the project financing system. She offers legal assistance in the various stages of these procedures, supporting the client in managing the relationship with the various administrations involved. She also supports clients in the implementation phase of the contract with the contracting authority.
