Bernard O’Connor practices EU WTO law and manages the Brussels office of Nctm. He teaches at the State University of Milan and has written extensively on legal aspects of trade and trade remedies, procurement, intellectual property and agriculture.

Bernard has litigated many aspects of EU law in EU and national courts and has acted both for and against the Council and the Commission before the General Court and in the Court of Justice. He has appeared before WTO tribunals, in trade arbitration and in the European Court of Human rights.

He is active in advising on trade, trade defence, state aids, procurement, intellectual property and agriculture matters to governments, international institutions, trade associations, public and private enterprises. He has unrivalled experience in subsidy matters having initiated many of the key EU countervailing investigations. He is recognised in Chambers and in Legal 500 as a leading lawyer in Brussels.
