    Aiuti di Stato e short sea shipping intra-UE: così l'UE prova a reagire al blocco di Hormuz


    A livello unionale è in via di definizione il quadro giuridico necessario a consentire misure pubbliche di sostegno in favore degli operatori del cabotaggio comunitario. Spetta ora alle autorità nazionali attivarsi per sostenere i segmenti più esposti alla crisi energetica.

    A seguito della crisi dei prezzi dell’energia innescata dal conflitto tra Stati Uniti e Israele, da un lato, e Iran, dall’altro, la Commissione Europea ha proposto di integrare il quadro sugli aiuti di Stato per il 2025 — il cosiddetto CISAF — originariamente concepito per sostenere la decarbonizzazione dei settori produttivi, con disposizioni urgenti volte a consentire agli Stati membri di intervenire a favore dei comparti maggiormente colpiti dal rincaro energetico e dalle perturbazioni di mercato connesse al conflitto.

    Con specifico riguardo al settore marittimo, il testo prevede disposizioni di dettaglio dedicate allo short sea shipping intraeuropeo che, come noto, assolve funzioni di continuità territoriale, shift modale e coesione socio-economica. In tale perimetro dovrebbero ragionevolmente rientrare, nel caso italiano, sia le Autostrade del Mare sia i collegamenti con le isole maggiori e minori.
