    Le regole ETS e la pericolosa inerzia di Bruxelles

    La Commissione Europea sta monitorando gli effetti dell'inclusione del settore marittimo nell'Ets, ottemperando al testo della Direttiva. Questa analisi, per il nostro Paese, concerne due settori di significativa importanza: l'impatto sui servizi di continuità territoriale e su quelli di transhipment di contenitori. Il report giunge alla conclusione che non si è registrato —ad oggi —alcun effetto pregiudizievole, posto che i servizi sono stati resi senza alterazioni. La Commissione dà tuttavia atto che queste sue conclusioni sono in parte dovute al fatto che nel 2024 si era nella prima fase del regime (il calcolo del costo Ets è stato fatto al 40% delle effettive emissioni, sarà al 70% nel 2025 e a1100% l'anno prossimo) e che la crisi del Canale di Suez ha determinato scelte nei vettori non imputabili alla norma ambientale. Ed ecco che la Commissione si astiene dal fare quanto avrebbe potuto secondo la Direttiva, e cioè proporre modifiche derogatorie all'impianto come del resto chiesto (e non solo auspicato) da alcuni ministri europei dei Trasporti (in testa il ministro Salvini, ma la posizione è stata più volte sostenuta anche dal ministro Pichetto Fratin).
