    Expertise

    Edoardo Raffiotta is Professor of Public Law and Law of Innovation and Artificial Intelligence at the University of Milan-Bicocca. He is also a Fellow of the Centre for Public Law and Policy Research at Berkeley Law, University of California.

    Edoardo focuses primarily on digital regulation. He has extensive professional and academic experience in artificial intelligence regulation and governance; data protection; cybersecurity; robotics regulation; and provides regulatory support for space-economy projects.

    By Decree of the President of the Council of Ministers of 6 May 2026, he was confirmed as one of the thirteen experts appointed to draft the next national artificial intelligence strategy, supporting the Undersecretary of State with responsibility for Innovation for the 2026-2028 two-year period. He was also a member of the same committee that drafted the national artificial intelligence strategy for the 2024-2026 two-year period.

    Since February 2026, Legal Adviser to the Interparliamentary Group for the Space Economy.

    From 2021 to 2023, Legal Adviser to the Italian Data Protection Authority (Garante per la protezione dei dati personali).

    Founding member and coordinator of the Scientific Committee of AIRIA – Associazione per la regolazione dell'intelligenza artificiale.

    Since 5 July 2024, Member of the multidisciplinary Scientific Committee of renowned experts established at the Presidency of the Council of Ministers, Department of Public Administration, tasked with directing and overseeing the training programme on Artificial Intelligence applied to public administration (project www.syllabus.gov.it).

    Senior Advisor to the Artificial Intelligence and Robotics Observatories of the Politecnico di Milano.

    Since 2024, he teaches law in the artificial intelligence courses of the National School of Administration (Scuola Nazionale dell'Amministrazione).

    Since 2024, he teaches artificial intelligence regulation at the Graduate School of the Politecnico di Milano.

    In October 2023, he was elected by the Milan City Council, by a two-thirds majority, as a Member of the Board of Guarantors of the Municipality of Milan.
